Okay, so if it's Putin's fault, why can't this guy buy it again? Is this Putin's Steam account?

50 years ago my government experimented on humans with LSD and torture, then blackmailed congress to secure funding. Surely I shouldn't be allowed to buy a sandwich.

That's a good point. If we held the citizens to account for every government's actions, nobody would be be able to buy anything.
