I distinctly remember in middle school they brought in a cop a few times to talk to us about policing. One of the various things she mentioned was that handcuffs at that time could be adjusted between men's and women's wrists sizes depending on what you needed. They sort of turned around on themselves to make the adjustment. They were made this way specifically so women couldn't get out of them. That was 25 years ago. A year or so back, a guy cop I know mentioned how he sometimes had to use various restraints to hogtie female suspects so they stayed put. It sounds like whoever restrained this girl was just a dumbass.
