If the quality of applicants in the area are this bad then just go screw it, find as many ways to automate it so you don't need to hire people in the first place.
At this point I'm not sure it wouldn't make more sense to have a kiosk with no physical access to merchandise and a robot arm that brings you your stuff when you pay. I'm sure with widespread adoption it could be brought down to 5 figures per kiosk and that would pay for itself in a few years. I'm not sure how a society functions like that though.
