If this REALLY is about nuclear information, then the only way it's relevant is in two ways:
The codes are still active in which case you are fucking incompetent imbeciles for not changing them after 2 fucking years
They somehow detail something not publicly known, maybe their yield, speed, time for launch etc in which case I repeat the above that you had 2 years to simply collect the boxes and put them somewhere safe.
If anything, this excuse is more of a reason to disband the FBI, they're useless.

The FBI already knew what information was there and previously asked him to put a certain type of lock on the safe. (which he did)
