Fear of god might have been too strong of a word, but the notion of "oh I can actually have consequences to my actions" being shown to them is the best counter we have until we bring back guillotines or have enough government to jail them.

That tiny bit of pause can go a long way when the entire nation's worth of puppets are feeling it over time.
