History suggests that almost no one would. When the state is committing mass murder, most people are going to keep their head down in the hopes of not becoming one of the victims, rather than sacrificing their hide for others.
Civil wars occur when a powerful faction has its interests threatened, not because the state is acting immorally, which it almost always is. If the state started killing people who count, that might cause a civil war. Fetuses don't count, as they do not have any power.
I think your view of human nature is far too optimistic.
If my close friends and family members were being murdered in state-sanctioned fashion, I would act. And so would you, and so would everyone.
