It's rude, and the person who wants to break contact should be an adult and tell the other person that. I genuinely think it's a cowardly move. Imagine dating someone for months and then being ghosted with no explanation as though that's not cowardly. The ghoster just wants to avoid a tough conversation and doesn't have the courage to be fair.
