You have to keep in mind that probably 70% of people, if not more, don't actually believe most of the things they say. When they say "I don't believe that the great replacement is happening", what they're really saying is "I don't know anything about what you just said, but I have been instructed to respond in this particular way".
This goes well beyond NPCs. NPCs have no beliefs, period. But even most non-NPCs will still reliably fall back on shortcuts like seeking an authority figure to tell them what to say, because they either don't have the time or don't have the wherewithal to do the research and come to an independent conclusion.
