Imagine thinking that an AI's behavior is governed by source code.

Imagine thinking it because it's true? AI's "brain" is just code.

neural network

neural networks are not AI, and AI is not neural network. None of these things like being a judge could ever be done by a neural network. those only have very limited applications.
