Such nonsense articles are targeted at liberal elites living in big cities in the "lower ranked" states to get them to pressure their governments to shift purple and blue. The ranking is (obviously) not based on any kind of metric, but tactically arranged based on where they want to apply pressure and how likely they think they'll succeed. The very top and very bottom aren't direct targets but are meant to serve as exemplars or extremes on a spectrum.
