He's probably there on some kind of visa, and the Netherlands have had sedition laws ever since WWII, aimed at keeping out potential fifth columnists. They had a big problem before the German invasion with Nazis entering the Netherlands to stir up sympathy for the Germans and foment against the Dutch government. If the current government decides to label Styx a foreign subverter, they could arrest and deport him.
