You would just have to actually knuckle down and enforce some training regimes as well as find friendly arms suppliers. Which honestly may not be that difficult since so many arms makers are becoming fed up with the Left constantly trying to screw them. The harder would come in your heavy ordinance you outlined in the other post (naval and air power). That may require some creativity. Could help rebound the American shipping industry though if done right.
