For the most part, 90%+ of "broken English mockery" happens to illegals who, because they bypassed the entire immigration process, never had to learn a lick of English. Its mocking people who should be mocked, and more, because they are a major problem in the country.
Much like things like "manspreading" or "Asian Hate" its a complete removal of all context and details of the actual incidents to make a super vague boogeyman to rail against.
