I didn't even realize this was a thing, but you could start by not sponsoring their application for a gun. Hell, if they're doing anything illegal you could help get them convicted of a crime so they can't possess a gun. If they are using drugs, you could report them to the government, since it's quite illegal to possess guns and drugs at the same time.
