Generous childcare provision in Norway, which allows women to have one of the highest rates of workforce participation in Europe, has been shown to support fertility. The lowest fertility rates are precisely in those places, such as Japan, where women have fewest career opportunities and where men have the most antediluvian attitudes to nappy changing.
