Caller clearly has a thick accent, could be Arabic from the "h" sounds in Norrahammar, for instance.

From reading other articles, there was a shootout between multiple people.

The Scandinavian countries are well known for very poor societal integration, police "no go" areas, and areas that are dominated by immigrant gangs. I would not be surprised if calls from this area had ended in police/others being attacked before.

It is possible that the operator was merely suspicious for all of these reasons.
