You don't think the global elites would want poor people police, do you? The peasant-control officers exist to keep the lesser people out of the way of the better people. The private security for the actual leadership still exists and operates independently of the poor people police.

Rich people don't use public transport, they just use their connections in government to keep public transport from interfering with their actual transport.
