Yep can confirm. Emanual Celler was a congressman and one of the two people to introduce the bill. He also happened to be Jewish, and supported Jewish refugees fleeing Europe in WW2. No ulterior motives here.

Didn't look too much into the other guy, he was Irish and didn't marry a Jew.
