Canada doesn't really have that much of a homeless problem anyways: It clears up every winter. Most major cities have a division or at least a daily sweep team for needing to clean up frozen-to-death homeless people.
So anyone who tries to ply this kind of law with that kind of logic has clearly never been in Canada for a year before.
My comment was meant more in the spirit of Venezuela cutting down on starvation death by making it illegal to mark starvation as a cause of death on death certificates.
