If they're going to verify everyone anyway, use driver's licenses instead of phones and you can determine their nationality.
Then you go to the law agencies and say "You each get 5 mod accounts. You have power only over users in your country but you can do whatever you want".
Puts the ball back in the governments hands. The biggest problem with government censorship is that they're offshoring it to big tech so no one is able to fight back directly.

They formed an organization to fight it, Epic and Match Group (read : Tinder and the other cesspits) are the leaders of it. Twitter could join their lawsuit.
Epic did get back onto iPhones via the GeForce Now client.
Epic found a lot of dirty dealings by Google to discourage sideloading, and a plan to make a bid to Tencent to try and force a hostile takeover of their company.
Likely that Twitter will face the same smear campaigns and shady tactics (Fake warnings that sideloaded apps could destroy your phone) as Epic did.
Elon will follow the nations laws that Twitter operates in. Europe will have no problems at all with what European twitter users are allowed to view on Twitter. Meanwhile Elon won't do anything on VPN's because they aren't outlawed in the EU so Euro's can get actual twitter with a simple VPN.
Yeah, the thing is, they haven't actually been banning hate groups. They've been banning competing hate groups.
If you banned hate groups including feminists it might work.
Also if they killed twitter entirely that would definitely be fine with me.
