The only ones they're trying to protect are the criminals. Anarcho-tyranny doesn't work if the criminals are too afraid to break the law. It's one thing to get let off by a corrupt DA, but it's another thing entirely to get killed by the person they were trying to attack. Even the most corrupt of judges can't do necromancy.
They want them dependent on the government for protection, it does not necessarily follow that the government will be providing it.
