The youngest members or those in inconsequential districts haven't been fully indoctrinated yet, and they are more likely to believe they are truly representing their voters. Though they are often corrupt all on their own. (the easily corruptable are more likely to be selected to run) You don't become aware that it's literally a single national organization until you get near the top.
