The mechanisms are already there because driving is not recognized as a right. You have to apply for a license, pay for usurious insurance, all kinds of BS for the "privilege" of being able to move around, with the justification being that doing so endangers others. So all they really have to do is deny insurance to older vehicles and boom no freedom. There will be no loophole for gramps who think driving a classic car immunizes them from govt overreach.
