They pay these groups (the HRC in this case) to post on their behalf as a way to make themselves look good and increase sales, this is listed under both advertising and charity/tax write-offs budgets. A good reporter investigating, calling up the company to talk with someone in charge like a VP of marketing, would get a bunch if not most of these signatures removed once they were informed just what they were endorsing. But, good luck finding a reporter, let alone a good one.
