Because it didn't. Oil barrel was like ~$50 throughout 2019 before covid. It went down like $10 for a few months due to covid, but production was curtailed to meet low demand.
One thing I think covid did cause is a backlog, so now we have more demand catching up on making things than oil production. So it's not entirely Biden's fault, but stopping keystone xl (which would be operational by now) and, more importantly, being weak are big factors; oil price went up under Trump and he tweeted 'opec better produce more OR ELSE' and they did. Biden can't do that.
