A "No, but..." answer could have been justified - there's plenty of stuff that is hazardous to your health even if you can't effectively deploy it as a weapon. Or even just "Not to our knowledge," if you don't want to make assumptions about what Ukraine might be doing behind your back. But being unwilling to answer the question at all is a red flag.
