There is nothing that will pull Europe into the war, though sanctions may persuade Putin to extend the war and in that manner drag Europe into the war.
I have no special insight into Putin's mind, obviously, but a punitive expedition into the Baltic states ought to look rather attractive to him - just to show them "NATO cannot protect you". I suspect that NATO would try to defend them, but not bring the war into Russia. This means that he can just invade, level the place, and then withdraw. If they refuse to lift the sanctions, I don't think that would be very unlikely.
