The government of Québec keeps flip-flopping between admitting the vaccine passport dosen't reduce transmission and is a tool of coercion to get people to comply to vaccinations, and then the next week goes back to claiming the passport reduced transmission, and then when pressed by a journalist, admits they don't reduce transmission...

They never reduced transmission.
