Both sides accused the other of bombing civilians first. The reality is WW2 bombing raids were terribly inaccurate, and it was therefore quite a slippery slope. "Legitimate military targets" were still cities with civilians living in them, and in WW2 you were lucky if you hit the right square kilometer.
By 1945, though, I don't think there was any pretense. The Germans were lobbing bombs with Looney Toons level guidance systems, and the allies were doing stuff like Dresden.
So what predicated the attack on paris with mostly civ casualties?
their munitions being poor later in the war doesnt get them off the hook for doing it to other nations.
