I don't know details but if I had to guess the reason why France has more blacks is due to migration from former French territories in Algiers which was conquered by the French after literally centuries of pirate raids from Africa. During WW2 the French enlisted blacks into their army to try to fight in the war. African troops were notorious for their raping & pillaging and the French had to turn a blind eye to it to even get them to fight at all
