If a white person beat a black person and said "take that [slur word of choice]", regardless of intent of the white person, it would be docketed as a hate crime. Ignoring intent is important in the creation of these statistics. Therefore, the same standard should be applied. Most "hate" crimes aren't hate crimes, just crimes committed against a certain group.
