Write a story about a San Francisco documentary maker who goes to Iceland to document the native population but won't shoot unless he can find enough black people to walk around in the background as extras.

He has to charter illegal ships full of black people, packed in like sardines, because the lockdowns mean they can't get in normally. And because these are clandestine, fly by night smugglers, their ships are in rough shape, so the black extras have to be chained down so they'll survive the voyage.
