Physical distance from the flag pole is also significant, so Fort Huachucha is the closest thing to the based outpost of the based intel agency.
This was targeting Fort Huachuca, which is significant as the DIA/Military Intelligence headquarters away from DC.
The DIA also seems to be the spy group most unaffected by DC politics and foreign influence.
