Anybody who doesn't have the shot is already removed from working for government, not allowed to leave the country, not allowed to use federally regulated transport, not allowed to get organ transplants, not allowed to go to restaurants and movies and gyms. In Quebec, not allowed to go into stores 1500sq meters or larger, not allowed to buy alcohol.
Cutting off from government services would be good, if it prevents cops from destroying small businesses for not forcing a medical apartheid and government tracking system. Not that they'd allow anything outside their control.
