O'Toole sounds like a tool, but the scary thing is his approach might actually work. He's playing the good cop to Trudeau's bad cop authoritarian. Allowing truckers to be transferred and not lose their jobs will remove some of the immediate opposition to general mandates. Then the government can quietly impose mandates at the local level one city at a time without causing a national protest.

I know simply returning to the status quo is probably going to appeal to some, but if the government tries this, truckers should realize that the goal here is to divide and conquer. They would be seen as selling out and lose public support, at which point the government can try this all again.
