He didn't fix the railway system, but the USAAAF attacking the trains (and Rome) is what brought him down. Of course the Italians including the leadership were already pissed at him and the Germans after an entire army corps froze to death near Stalingrad and other catastrophes, including the loss of Sicily wholesale, but this was the final straw.
