I have wondered about it as well. Seems to be a Win admin sort of thing.
That is my conclusion as well. C being the headhoncho of all the .Win stuff
As far as I understand, KIA2 is also using an old version of the software used in the other communities. And C would be like the master mods we see on reddit, that despite their names not being public they control everything on all subreddits.
