Congress doesn't want the mandate, they want control of willing sheep. Demoralizing and disenfranchising the 'right wing' to keep them from ever participating again in their lifetimes is their goal. It leaves the sheep and welfare queens (illegals included) to help vote for and implement their agendas like blue cities. If you don't have an insurgent population fighting you, it's cheaper and easier to maintain your control.
You've got to understand one thing for any of what has been happening to make sense: the vast majority of people are non-confrontational, especially when life stable within certain levels of existence, IE poor to lower middle class. Making sweeping changes upsets their neutral nature. How you disguise the real changes you want to make is not keeping this neutral nature as much as possible, but kicking them in the direction of a certain target. If you phrase the 'kick' in the right way, you can get people to do all the distracting and even helping you make these changes.
This is how they were able to get rid of Trump. The vast majority of people didn't want Trump and what he was doing for them gone, they wanted the divisiveness, the anger and bile being spewed everywhere gone. It was laid at Trumps feet because he was a single, easy target to focus on and the fact he's a loud mouthed asshole from New York. Oh people fucking hate New Yorkers. It was easy to turn people against him, it was easy to use their same democrat cheating tactics and republican attempts at cheating against them, and with the legitimate wins for Biden, Trump was out of office. Trump making that stupid fucking rally date (whether he came up with it or was suggest to him) played right into their hands and gave them all the ammo they ever needed to purge him from the internet and politics forever.
As for why any of this: If you can crush the populace, and make them police themselves, you won't ever have to deal with them let alone acknowledge they exist. They want themselves to be the new aristocracy in glass towers, catered to and separate.
