I mean, it isn't really excessive. They call in active shooter/hostage situations. A very basic role of government and you generally need a SWAT team for that.
If you give the government a power it can abuse, then it will be abused. The question is never if, but rather when that abuse will occur. Swatting is a clear abuse, and would be a trivial action for the government to use this to deliberately target dissidents.

There is excessive government power. The government being able to send in a SWAT team due to that call is not excessive power.
