I do not think this was validated by her. No one is perfect. Plus they do not say not to make boosters mandatory but spread them out a bit.

Maybe they figured that it would be to obvious and to hard to sweep the victims under the rug. By spreading them out they can blame "stress" and "climate change" for the soon to be expected heart attacks.

It would also allow them to become authoritarian at will.
