The whole thing stinks (probably literally, too). Reads like a complete tale of mismanagement, and, as you say, potential fraud/embezzlement, too...
Which is sad. I would say, "at least they tried", but their behaviour in the last... Couple of years, from what I read, suggests they damn well didn't try hard enough, if nothing else. To say the very, very least...
Sadly pretty much the exact same thing is happening with two other heritage vessels, atm, one in South Australia, one in Tasmania. It just seems to be the way, here, very unfortunately...
I hate to be the "muh government intervention" guy, but the only times I really know of this having worked, on big ships, is with actual Maritime Museums, which receive government funding, and of which each Aus state has one...
