What happens if you don't pay the fine? If the underlying assumption isn't "we will arrest and/or forcibly seize your property if you don't pay up" then it isn't really a "fine".
According to AP, I guess they'll just send you a letter asking you again to please pay it.
They'd better not send armed law enforcement to HUNT YOU DOWN otherwise the AP would look really foolish!
