Now you see why they actually went into 'self-isolation' and keep doing it. Government backed healthcare around the world was on the brink of collapse for decades due to mismanagement, underfunding, rapefugees, government largess, embezzlement, rejected payment remittances from non-government medical entities to the healthcare agencies, an aging population, higher prices on drugs and treatements, lack of qualified workers, lack of doctors willing to be GPs instead of specialists, lack of doctors to work in remote areas, etc. They saved billions by canceling all kinds of treatments and procedures, better to let them die rather than pay for treatments. They'll pass the savings on to themselves. America's system's fucked, but other countries aren't any better.
Oh I'm well aware of the ways they 'suggested' what people should do rather than outright legislate it because a suggestion doesn't make them responsible for when [not if] the shit hits the fan.
I am saying this is why they did it, not the semantics of it
