IQ doesn't change unless you take great pains to do so, and even then it changes very, very slowly. If someone is born with such a fucked up brain that they think "I have met bad white people, therefore black crime does not exist" makes any sense at all, it's unlikely that they'll ever be able to think beyond the level of a farm animal.
