Still, Carroll defended the law, saying that the one-paragraph piece of legislation was simply a "starting point."

a "reasonable conversation" that only results in harsher and harsher punishments against people he doesn't like.

Don't compromise with people unable to compromise, you only lose.

edit: 2 weeks to stop the spread was a "starting point"
