This happened in Indiana when they created the 'Donut' tax. 6 counties around Indianapolis and Indianapolis had their dining/entertainment/hotel taxes raised by a penny per dollar to pay for the stupid fucking cults stadium they didn't need and the people didn't want. Businesses saw their numbers drop. Even in the small back corner of where I lived, the local restaurant saw theirs go down.
