Same here. I mean I think I remember something to this effect being declared before for a president undergoing surgery, but it was for a procedure with a multiple day recovery time.
It's because he'll be incapacitated, so she will temporarily have presidential power. It's pretty standard operating procedure.

Yes. Happened several times during Bush when he had the same medical procedure.
Yes. I remember this being mildly big news in like 2005 when Bush transferred power to Cheney for the same reason.
