The initial explosion didn't trigger the fuel to go off. Had the bomb gone off properly, it would have ripped off the face of those buildings and killed anyone in the parking lot.
Genuinely pretty scared seeing people try to respond to the fire. Secondary explosions for rescuers was fucking common, people didn't recognize the signs. Particularly the fact that it was only the passenger area that had problems, and that the engine and underside seemed fine.
