This is the motive if malice is taken off the table, but do we have enough evidence to take it off?

I remember reading about an area in Japan that was causing people cancer. The old volunteered to move in and switch places with the young because they were at the end of their lives already. This was only a few years ago too.
Man, those elders are brave and metal as fuck. Nothing but respect for them. I'd rather keep younger and older folks safe and throw politicians there
