He is doing everything in his power to stop SpaceX, and has already delayed the Artemis program by 7 months himself. For that matter he has failed to deliver his engines to ULA, knocking them out of competing for launch contracts. To top it all off, he hasn't delivered one gram to orbit. He is trying to kill space, not promote it.
